Owners, who take on projects to build, improve, expand or reconstruct facilities, do so by choosing a project delivery system and entering into contracts.  There are many different project delivery systems from which the Owner may choose including: traditional design-bid-build using their own staff to administer the construction contract; design-bid-build with a construction manager as an adviser or as an agent; construction management at risk; or one of the different varieties of design-build.  The contract contains the scope of the work, the quality requirements, the terms of the payment, and the time period for performance.  The risks of delay, disruption, inefficiencies and the associated costs due to any number of problems can be quite high depending on the nature of the project and the contractor selected.  The Owner’s goal is to minimize the cost of these risks.
